61, <br />STANDARDS FOR PRIVATE ROADS <br />The standards described herein are the minimum set forth <br />by the County. Orange County has not determined and is not <br />responsible for determining that these standards are ado uate <br />or aDprogriate for all uses by land owners. The standards <br />also may not meet NCDOT criteria. No road will be acce ted <br />for maintenance by NCDOT unless or until NCDOT standards are <br />met. <br />Certification of Construction <br />A rofessional engineer-or re istered land surveyor must <br />certify in wri-ting to the Planning De artment that a Pr vats <br />Road either existing. uggraded, or newt constructed meets <br />the standards of the re wired class for the subdivision. The <br />following must be inspected and certified: <br />1. the travelway is within the latted ri ht -of -wa • <br />2. the ro er material has been used in the travelway and <br />it is built to the required width and thickness- <br />1. the shoulders are the correct. width and the tyRical <br />cross section is in place; <br />4. the road is on the RroRer grade; <br />5. ditches are in Rlace where necessary to 2rovide adequate <br />drainage; <br />6. needed storm Rives of pr22er size,- materials and <br />construction are in Rlace and ener dissi ators <br />installed• <br />7. all disturbed areas are Broperly stabilized- <br />8. the re uired road sign is in lace- <br />9. an ads uate turn- around is in lace at the end of the <br />road; <br />1D. a uired vertical and horizontal clearance is rovided• <br />and <br />11. roper sight distance and construction at the <br />intersection with -a Rublicroad. <br />(Proposed amendments include a disclaimer in the first <br />paragraph which states that the private road standards are <br />minimum standards and may not be appropriate for all uses. <br />The remaining amendments are concerned with private road <br />inspection and certification by a professional engineer or <br />registered land surveyor and enumerate items that must be <br />addressed). <br />Travelwa <br />The travelway must be surfaced and compacted with a <br />material acceptable to Orange County to the required width of <br />the particular class of road.
