The subdivision roads, if constructed to <br />State standards, would be accepted by the <br />State for maintenance due to density or <br />other State requirement. If the State <br />standard not met is a design standard <br />rather than a density standard <br />(generally two dwelling units 9Ir one - <br />tenth mile a redesign should be <br />re uired and will be required where <br />possible; or <br />(The proposed amendment is intended to <br />preclude a subdivider from intentionally <br />designing a road system he knows the <br />State will not accept for maintenance to <br />justify private roads for his <br />subdivision). <br />2. The subdivision [streets] roads extend <br />existing [streets] roads which are <br />public; or <br />3. The subdivision roads are part of a <br />development which is located in an area <br />designated as Urban or Transition on the <br />Orange County Comprehensive Plan; or <br />4. A proposed [street] road is designated as <br />an arterial, [or] collector or connector <br />[street] on an approved Thoroughfare Plan <br />for a municipality or in the Orange <br />County Comprehensive Plan; or <br />5.
