Box 8181 <br />Hillsborough, NC 27278 <br />Dear Sirs: <br />205 -4 Conner Drive <br />Chapel Hill, NC 27514 <br />April 26, 1990 <br />I have spoken with Kermit Lloyd and John Horner, who both strongly recommended <br />that I ask you for a refund of the $100 motor vehicle penalty. I am requesting <br />this refund for the following reasons: <br />1) As a two year graduate student at the University of North Carolina at Chapel <br />Hill, I am not and nevgg was a permanent resident of North Carolina. There- <br />fore, I did not know that I was supposed to file a real and personal pro- <br />perty tax form. <br />2) I have never worked in the state of North Carolina, and therefore, do not <br />file a N.C. state income tax form. I thought that the real and personal <br />property tax form was for filers of N.C. state income tax forms. <br />3) No one informed me that I had to file a real and personal property tax form <br />when I went to register my car. I did not even know the form existed! <br />4) The original tax form and bill was sent to the wrong address by the Orange <br />County Assessor's office. I never received any tax form to complete. <br />These reasons clearly justify the release of the $100 motor vehicle penalty <br />imposed on me.
