Mr. Kermit Lloyd, Tax Assessor <br />208 South Cameron Street <br />Hillsborough, NC 27278 <br />Dear Commissioners, <br />On March 23, 1990 I received from the UNC -CH Payroll Office <br />a notice of Tax Garnishment ( #8954032, 89000150) for $287.33. I <br />was quite concerned about this because I was unaware that any <br />taxes were outstanding. On March 23 I spoke with Mr. Lloyd about <br />the matter, and he informed me that the 1989 tax due was for my <br />car. I was surprised by this because I take my tax obligations <br />seriously and have endeavored the 9 years I have lived in Chapel <br />Hill and Carrboro to meet those obligations. Fortunately, the <br />conversation with Mr. Lloyd yielded an explanation for why this <br />tax was not paid, which has resulted im my requesting that I not <br />be required to pay the penalty of $108. <br />The reason for an apparent oversight in recording the car <br />was multiple moves that I made from June 1988 to June 1989. <br />These moves included the sale of my home in Carrboro (107 Rock <br />Spring Court), taking up residence with my wife (married June <br />1989) in her Chapel Hill home (16 Clover Drive), purchasing <br />property to have our current Chapel Hill home built (729 <br />Pinehurst Drive), and finally moving into our new home June <br />1989. With these multiple moves came problems with keeping <br />addresses current and receiving mail. I believe that this is in <br />part why the car was not listed and why I was not informed by the <br />Tax Collectors office of any problem with my taxes. When I <br />inquired with Mr. Lloyd why he did not attempt to contact me <br />about a possible problem, he indicated that an attempt was made. <br />Unfortunately, the address used by him was one given by the <br />State Department of Motor Vehicles, which has not kept up on my <br />current address, even though I informed them of the new address <br />and was issued last year a drivers license with the Pinehurst <br />address. Because of the above and because I have always honestly <br />declared my personal property and have paid my taxes all the <br />years I have lived in Chapel Hill, I am requesting that you <br />1 <br />
