4 <br />PLANNING PROJECT <br />F <br />The result of this computer committee work has recognized the <br />need for an outside consultant to provide technical <br />assistance and expertise. Orange County proposes to acquire <br />the services of a qualified computer /data - processing planning <br />consultant to assist with the creation of a common database. <br />Development of a common database is considered Phase One of <br />the Human Services Computerization Process. The HSMT has <br />identified the following preliminary scope of services which <br />will be required of a consultant. <br />1. Review currently identified automation needs and conduct <br />further needs assessment if deemed necessary. <br />2. Assist the HSMT and Computer Committee in reaching <br />consensus regarding the non - confidential information to <br />be contained in the common database. <br />3. Develop an implementation plan for creation of a common <br />database for County human services to include <br />identification of hardware and software needs, an <br />implementation schedule /time -line and an estimation of <br />budgetary resources which would be required for <br />implementation. <br />The result of this process should provide the County with: <br />a common database design which will <br />• improve client services; <br />• improve worker productivity; and <br />• reduce costs associated with client intake. <br />COUNTY'S ROLE <br />The Human Service Management Team (HSMT) with assistance from <br />the computer committee will direct the activities of the <br />consultant. The Department of Social Services (DSS) has been <br />designated as the lead agency since many members of the <br />computer Committee are located in that department. <br />Specifically, the DSS Administrative officer has been <br />designated to assist in this process "hands -on ". <br />Periodically, the Computer Committee will make progress <br />reports regarding the consultant's work to the HSMT as well <br />as the Human Service Advisory Commission (HSAC). Involvement <br />of the HSAC in this manner will allow for participation by <br />community private non - profit human services providers. <br />3 <br />
