Pi <br />APPLICATION ORANGE COUNTY <br />PILOT PROJECT PLANNING GRANT APRIL 16, 1990 <br />SIMPLIFIED ACCESS TO HUMAN SERVICES <br />FUNDS REQUESTED: $20,000 <br />INTRODUCTION <br />Orange County has long had a commitment to the provision of <br />human services to its growing population. This is evidenced <br />by the approximately twenty -five percent of county budget <br />funds which are allocated yearly to both county human <br />services departments as well as county private non - profit <br />agencies. Because of the growing need for human services and <br />decreasing revenues, coordination of services has become <br />critical. <br />Presently, this coordination process is accomplished in two <br />important ways. First, the County has established a Human <br />Services Advisory Commission (HSAC) which consists of <br />representatives of key human services agencies in the County <br />both public and non - private. See Attachment I. The mission of <br />this commission is to make recommendations to the Board of <br />County Commissioners concerning human services programs in <br />the County in order to improve the quality of life for <br />County citizens. The HSAC also periodically reviews and <br />evaluates programs and provides counsel to human services <br />agencies within the County. <br />Secondly, the Human Services Management Team (HSMT) comprised <br />of County human services departments heads strive to <br />coordinate County human services through information sharing. <br />A list of team members is included as Attachment 2. It was <br />the HSMT which recognized the need for further coordination <br />of services through computer.automation. <br />IDENTIFICATION OF NEEDS <br />In 1989, the HSMT acknowledged the need for enhanced human <br />services delivery through computer automation. This need for <br />automation was based on the following service delivery goals <br />set by this team. <br />* Elimination of duplication in the client intake <br />process among human services agencies. <br />* Coordination of services to individual clients and <br />their families. <br />* Enhancement of the County human services delivery <br />system. <br />* Establishment of a computer tracking system. <br />01 <br />
