Narrative <br />The Orange County RSVP will use the additional funding <br />to provide increased time for the part -time clerical aide and <br />for increased communications between the project and volunteers <br />and stations. A cost of living increase for professional staff <br />is also requested since the grant amount has remained the same <br />for several years despite the large size of the program. <br />The National Significance Program will address the need for <br />literacy training for at -risk pre - school children as the rate of <br />illiteracy in N.C. continues to be a problem. This program will <br />build on the "Read a Story to a Tot" program currently sponsored <br />by RSVP. This is a group of senior citizens who read on a one - <br />to -one basis at least once a week to children in pre - schools. <br />Their aim is to help children develop a love for books, as well as <br />listening skills. Listening time for these children may be <br />lacking in the home situation. <br />A program coordinator is needed to recruit 25 extra volunteers <br />to expand and support the program. Currently 19 volunteers are <br />serving in the program area in the FY'90 grant. The program <br />requires a coordinator during the summer and throughout the year <br />when the volunteer coordinator is out of town. Additional mileage <br />reimbursement for the coordinator and volunteers are needed. <br />The funds will be used to increase the total number of <br />budgeted FY190 volunteers and will be used to supplement the <br />number of volunteers working in the literacy area. <br />The Lincoln Center, part of the Chapel Hill Carrboro Schools, <br />has supported the program with in service trainings by the <br />Pre- School Lead Teacher several times a year. The school also <br />publishes and produces a volunteer training manual. The Children's <br />Librarian at the Chapel Hill Library has provided training on <br />book selection. A volunteer coordinator also provides training <br />and placement, but is out of town frequently during the year. <br />
