18 <br />agreement with the Orange County Department of <br />Housing and Community Development, and should be <br />binding for at least 15 years. <br />The proposed provisions are most likely to be <br />utilized by non - profit organizations already <br />intending to develop affordable housing, or by <br />developers /landowners with suitable land of <br />lesser value to donate in exchange for a density <br />increase. <br />A more comprehensive and effective approach to <br />the long -range affordability of housing involves <br />other growth management issues being studied or <br />discussed at this time, including watershed <br />issues, the rural character, water and sewer <br />extensions. <br />The Planning Staff recommends approval of the! <br />proposed density bonus provisions including the <br />addition of a minimum period of 15 years for <br />contractural agreements. Also, as recommended by <br />the Town of Carrboro, application of a 50% <br />density increase when at "least" 20% of the units <br />are for low- income households and the remainder <br />for moderate income households. <br />There was considerable discussion regarding <br />density bonuses in watersheds and the possible <br />"trade -off" of watershed protection for <br />affordable housing. It seemed to be the feeling <br />that affordable housing and density bonuses <br />should apply county -wide. <br />MOTION: Jacobs moved approval of the provision for <br />density bonuses and recommend that the issue of <br />its applicability in watersheds and other areas <br />of restricted development potential be referred <br />to public hearing November 27, 1989.
