The approval provided for lots 7, 8, and 9 to <br />receive access from Lumley Drive in Laurel Springs <br />Subdivision. Lot 6 was to receive access from <br />Dairyland Road, since it did not have frontage on <br />Lumley Drive. <br />The applicant has requested that the Preliminary Plat <br />be revised to provide a 30 foot access easement <br />between lots 7 and 8 for access to Lot 6. Several <br />environmental advantages of access via the easement <br />are indicated in the attached letter. First, it <br />shortens the driveway through Lot 6. Second, it keeps <br />the driveway away from a drainage area leading to <br />Morgan Creek. Finally, it allows the lot to access <br />onto a road of lower classification. Lumley Drive is <br />considered a Minor Street, whereas Dairyland Road is <br />Collector Street. <br />The Planning Board, in their April 16 meeting, <br />recommended that item E3 of the Resolution of Approval <br />be amended to include a 30 -foot access easement <br />between Lots 7 and 8 for access to Lot 6, and that <br />item C2 be amended to reference the watershed <br />protection standards for University Lake Watershed. <br />They also added a condition that Lot 6 use the <br />proposed easement for access and not be allowed to <br />
