.V <br />72 <br />the designation of all easements on Final <br />Plats, and allow for the relocation of <br />easements to be approved by the Planning <br />Department. <br />The Planning Staff recommends that the <br />proposed amendment be advertised for public <br />hearing on May 29, 1990. <br />There were no Board questions or comments. <br />(6) Street Access /Dedication <br />(a) Section IV -B -3 Streets <br />(b) Section V -D -6 -b Certificates of <br />Dedication & Maintenance <br />Presentation by Mary Scearbo. <br />This item proposes amendments to Sections <br />IV- B -3 -d -2 and V- D- 6 -b -2, and to add Section <br />V- D -6 -b -3 to the Subdivision Regulations. <br />The amendments would clarify access <br />requirements for each lot and provide for a <br />Certification of Dedication when land is <br />publicly dedicated. <br />when a private road is proposed within a <br />subdivision, the ordinance guarantees right <br />of access by all lots served by the road. <br />The proposed amendment would clarify that <br />each lot would have access from a State, <br />municipal or private road. <br />When land in a subdivision is currently <br />proposed for public dedication, the County <br />Commissioners accept that dedication during <br />approval of the Preliminary Plan. The <br />Resolution of Approval of the Preliminary <br />Plan states that the "County Commissioners <br />accept the irrevocable offer of dedication <br />upon recordation without maintenance. <br />responsibility ". The proposed amendment would <br />provide for a Certificate of Acceptance of <br />Dedication that would be placed on the Final <br />Plat. By acceptance of the Preliminary Plan <br />Resolution of Approval, the County <br />Commissioners would authorize the County <br />Manager to sign the certificate on the Final <br />Plat. The certificate would be signed prior <br />to recordation of the plat. <br />Planning Staff recommends that the proposed <br />amendment be advertised for public hearing on <br />
