t <br />Water Supply Watersheds as defined by the Orange <br />County Comprehensive Land Use Plan. <br />Orange County reserves the right to require preparation of an <br />EIS pursuant to Section 2.31 notwithstanding a Finding of No <br />Significant Impact on the part of Federal or State agencies. <br />SECTION 3. REVIEW OF ENVIRONMENTAL DOCUMENTS <br />3.1 Review of Environmental Assessment <br />3.1.1 The Environmental Assessment may be submitted prior to <br />submittal of the development application to determine <br />if an Environmental Impact Statement may be required, <br />provided that: <br />a) all information necesary to perform the <br />Assessment is provided, and <br />b) the project application, when submitted, is <br />consistent with the project described in the <br />Assessment. <br />3.1.2 The Planning Department shall review the EA for <br />completeness within 5 calendar days of the date of <br />submittal. <br />If the EA is found to be incomplete, it will be <br />returned to the applicant with notification of its <br />deficiencies. <br />3.1.3 If accepted as complete, the EA will be reviewed by <br />the Planning Department and will be distributed to <br />other appropriate Departments or Agencies for their <br />review and comment. <br />3.1.4 Final Action on the EA shall occur within within 14 <br />days from the date of acceptance, or such longer time <br />as agreed to in writing by the applicant. If the EA <br />reveals no "significant environmental impacts ", as <br />that term is defined in this ordinance, the Planning <br />Department shall issue a Finding of No Significant <br />Impact (FONSI). <br />If significant impacts are identified, then the <br />Planning Department shall issue a Finding of <br />Significant Impact and require that an Environmental <br />Impact Statement be prepared. <br />3.1.5 The applicant shall be notified if the Planning Staff <br />learns of any additional state or local permits which <br />-4- <br />9.11 <br />
