25 <br />Attach 8 <br />The Board of County Commissioners (BOCC) approved <br />69% of the subdivisions without any changes to the <br />Planning Department recommendation. The final approval of <br />the remaining 31% of the subdivisions involved some <br />modification of the staff - recommended conditions. Those <br />changes were categorized into three groups; Technical, <br />Substantive, or Addressed through <br />Policy /Procedure /Ordinance provisions (See Table 1). <br />Technical Changes: Changes which involve standardized <br />requirements or plat format, and would have been addressed <br />prior to Final Plat approval (See Table 2). <br />Policy /Procedural /Ordinance changes: Changes which <br />nvolved issues which have since been clarified. Policy or <br />Ordinance cuidance now exists, and is incorporated into <br />project review. Future changes involving these issues are <br />unlikely (See Table 3). <br />Substantive Changes: Changes which have some effect on <br />the subdivision design or function. These changes may not <br />have been included in the final approval in absence of <br />direction from the BOCC. Some of the changes are much <br />'more sicnificant than others, but all are substantive in <br />some way. Changes for which it was questionable as to <br />whether the "Substantive" or "Policy /Procedure" category <br />was most appropriate were considered "Substantive" (See <br />Table 4). M <br />Table S shows the distribution, by size, of the <br />subdivisions which were changed by the BOCC. Of the 14 <br />subdivisions in which Substantive changes were made, 10 <br />contained 11 or more lots. Only 4 Substantive changes <br />occurred in subdivisions with less than 11 lots. This <br />represents only 6.4% of the subdivisions in that size <br />range. By comparison, 36% of the subdivisions with more <br />than 14 lots involved Substantial changes. <br />Technical and Policy /Procedure chances, on the other hand, <br />are more predominate where a small r_umber of lots is <br />involved. Figure 1 shows the distribution of the three <br />categories according to subdivision size. <br />Zonclusion: An extraordinarily high percentage (93.4 %) of <br />subdivisions approved by the BOCC containing less than <br />11 lots involve no substantial change from the Planning <br />
