Mebane - 227 -2031 <br />Chapel Hill - 967 -9251 <br />PURPOSE: To provide the Board with an report from the Rural <br />Character Study Committee. This report serves as a <br />follow -up to the Committee's March 21 update. <br />BACKGROUND: At the March 21 Commissioners meeting, a delegation <br />from the Rural Character Study Committee (RCSC) <br />presented the Board with an update of their activities <br />in the last six months. This committee of 20 Orange <br />County citizens was appointed in 1988 to study methods <br />of protecting the County's rural character - <br />specifically to address the preservation of natural <br />and visual resources, the protection of agriculture, <br />and the provision of a growth management tool. <br />At the March 21 meeting, the RCSC chairman mentioned <br />to the Board the possibility of delaying public <br />hearing on the proposals by two months, from May 29 <br />to August 27. The reason for this proposed delay was <br />to allow the RCSC to complete and present the Board <br />with a package of County -wide strategies. Currently, <br />the Committee has prepared a set of strategies for <br />the Rural Buffer (minus University Lake watershed) <br />only. <br />A few Commissioners indicated that they understood <br />this concern, but would like to see the May public <br />hearing occur as scheduled, if at all possible. <br />As a result, the Rural Character Study Committee and <br />County Commissioners agreed that the RCSC would take <br />one month to consider the feasibility of the scheduled <br />
