M E M O R A N D U M <br />TO: The Orange County.Board of Commissioners <br />Human Relations Commission <br />FROM: Jean Bolduc, Chair - <br />DATE: February 19, 1990 <br />SUBJECT: Annual Report <br />N <br />Attached are detailed reports on five subject areas of <br />public hearings. These hearings, held over a period of one <br />year, were most revealing to our commission and the evidence <br />brought forward was most compelling. <br />Based on the evidence presented, the Orange County Human <br />Relations Commission recommends a "phased -in" approach <br />toward achieving the goals set forward in our mandate. <br />PHASE I - March, 1990 <br />1) Add sexual preference as a category of anti - <br />discriminatory protection for Orange County Government <br />personnel. <br />2) Develop personnel policy for county employees to <br />address the issue of AIDS in the workplace. Many <br />private organizations in the community already have <br />such policies and programs of this nature. (See <br />enclosures for further detail) <br />3) Create a Human Rights Office as an official branch of <br />the Orange County Government. As defined in our <br />enclosed proposal, this is very much needed as a <br />mechanism for monitoring complaints and incidents as <br />well as providing educational services. <br />4) Charge the Human Relations Commission with the task of <br />further investigation into the legal records and <br />history of the family court judges in Orange county to <br />determine whether or not a pattern of discrimination <br />can be documented statistically. Personal testimony <br />points to this, but more analytical insight is needed. <br />5) Provide monies for the Human Relations Commission to <br />pursue the following: <br />a). Secure specialized legal assistance to draft a Hu <br />Rights Ordinance (estimated cost - under $1,000.00). <br />W <br />
