BACKGROUND: The Subdivision Regulations require that Concept Plans for Major Subdivisions be presented to the Planning Board within 45 days of acceptance of the application. This time limit does not always allow sufficient time for staff review and preparation of a report to the Planning Board. The proposal presented at public hearing on February 26 included a minimum time period of 30 days between project submittal and its presentation to the Planning Board. The Board of Commissioners as well as several citizens were opposed to amendments which would increase time involved in processing major subdivisions. To address these concerns, the Planning Staff proposes that the amendment be modified to require that the Planning Department complete its review of the Concept Plan within 21 days after it is accepted. The recommendation to the Planning Board would be presented at the first regularly - scheduled Planning Board meeting after the 21 days. The effect of the proposal would be to move the application deadline date back by four days. On March 19, the Planning Board recommended approval of the amendment, as revised by planning staff to address the concerns raised at the public hearing.
