I <br />MEMORANDUM <br />REGARDING SURPLUS ITEMS AND THEIR DISPOSAL <br />The County has recently purchased a new telephone system. <br />We are requesting that the Rolm system that had previously <br />been used by the County and the 1A2 key system previously in <br />use at the Sheriff's Department be declared surplus; and that <br />the Purchasing Director be authorized to solicit sealed bids <br />for the equipment. <br />In addition, the new system utilizes new telephones. This <br />gives us approximately 300 surplus model 2500 telephones. <br />Since we have had several inquiries from County employees <br />regarding the purchase of their phone, we are requesting that <br />the Commissioners declare these units surplus and authorize <br />the Purchasing Director to dispose of the property by private <br />sale. It is requested that the price be set at $10 per <br />telephone. All phones not sold to County employees will be <br />included in the next County surplus auction. In accordance <br />with GS 160A -267 which allows this method of disposal, the <br />Purchasing Director will advertise in the appropriate manner <br />before the sales are consummated. <br />We are also requesting that an IBM Selectric typewriter, <br />serial number 3394491 be declared as surplus and the <br />Purchasing Director authorized to negotiate for private sale. <br />The machine was to be sold at last year's auction, but the <br />operator requested that it remain on her desk for one more <br />year; she planned to retire within that year. The employee <br />is scheduled for retirement April 30, 1990 and the Register <br />of Deeds has approached us to buy the machine as her <br />employee's retirement gift from her fellow workers. <br />When machines of this type are sold at the County auction the <br />proceeds to the County may run from $10 to $50. This <br />particular typewriter is approximately 20 years old. We are <br />recommending that the price for the unit be set at $25. <br />Following Board approval, the Purchasing Director will <br />advertise in the appropriate manner before the sale is <br />consummated. This transaction is governed by GS 160A -267. <br />The Hazardous Materials Team has recently taken delivery of <br />their new Haz Mat vehicle. They are requesting that the <br />1973 Chevrolet that they currently use be sold to the Town of <br />Chapel Hill Police Department for use as an emergency <br />response truck for their Special Emergency Response Team <br />(SERT). The vehicle was transferred from South Orange Rescue <br />Squad when the Haz Mat Team was formed. The Police <br />Department will make the vehicle available to the Haz Mat <br />Team on an emergency basis in the event the new truck is out <br />of service for any reason. It is recommended that the <br />vehicle be sold to the Town for $1.00. GS 160A -274 governs <br />this transaction. <br />3 <br />
