1 <br />' 2/19/90 <br />Justifications for Waivers <br />Teachers <br />' 1 . Practices on the Teacher Performance Appraisal Instrument have been shown by research <br />' to be correlated to effective teaching and student performance. Higher ratings reflect higher <br />quality in the delivery of these practices, and therefore positively impact student performance. <br />The basis of the Career Development Plan is that student performance will be enhanced through <br />' more effective teaching. Measurement of effective teaching is based upon experience and <br />performance ratings. Therefore, a teacher who has sufficient years of experience and has <br />demonstrated effective teaching should be awarded the status commensurate with those criteria. <br />' Improved teacher morale can be a factor in improved student performance. <br />' 2. The teacher's ability to develop and implement creative techniques to improve student <br />performance will be enhanced by the opportunity to choose alternative forms of evaluations. <br />Planning, implementation and evaluation of these creative techniques will be accomplished <br />collaboratively with school personnel throughout the year. Such documentation of performance <br />' may include but is not limited to the Professional Development Plan, in service training and <br />student activities or products. <br />
