v <br />GENERAL ASSEMBLY OF NORTH CAROLINA <br />1989 SESSION <br />RATIFIED BILL <br />CHAPTER 778 <br />SENATE BILL 2 <br />AN ACT TO APPROPRIATE FUNDS FOR THE IMPLEMENTATION OF THE <br />SCHOOL IMPROVEMENT AND ACCOUNTABILITY ACT OF 1989. <br />The General Assembly of North Carolina enacts: <br />Section 1. Title of Act. -- This act may be referred to as the "School <br />Improvement and AcCuuntability Act of 1989." <br />Sec. 2. Legislative Intent. -- It is the intent of the General Assembly that <br />this act be implemented with a ntinintunt of regulations. <br />Sec. 3. Performance -hosed Accountability Program. -- Article 16 of <br />Chapter 115C of the General Statutes is amended by adding it new Part to read: <br />"Part =1. Performance -hased ACCOUntabllit Pro ram. <br />115C- 238.1. Performance -hased Accountabilit Pro ram- development and <br />implementation by State Board. <br />The State Board of Education shall develop and im dement a Performance -based <br />Accountability Program. The _primary goal of the Program shall be to improve <br />_ student performance. The State Board of Education shal a o t: <br />. <br />Procedures and guidelines throu>h which beginning with the <br />1990 -91 fiscal year, local school administrative units may <br />artici ate in the Pro *rant• <br />L2� Guidelines for developing local school improve ent Dlans with <br />three -to -five year student performance pals and annual milestones <br />Qj A set of student errormance inu,cawis tu, 111ca .5UILII u „u <br />assessinly student performance in the participating local school <br />administrative units.
