(b) 95 percent of the students who complete the fifth grade curriculum will <br />demonstrate mastery of all fifth grade goals identified in the N. C. Competency - <br />based Curriculum in the areas of communication skills, mathematics, social <br />studies and science as measured by district developed or adopted criterion - <br />referenced assessment instruments; <br />(c) 95 percent of the students who complete the eighth grade curriculum will <br />demonstrate mastery of.ali eighth grade goals identified in the N. C. <br />Competency -based Curriculum in the areas of communication skills, <br />mathematics, social studies and science as measured by district developed or <br />adopted criterion- referenced assessment instruments; <br />(d) using the 1990 percentage as the basis, the percentage of students <br />graduating from Chapel Hill High School who meet the requirements for entry to <br />the University of North Carolina System will be increased by five percent. That <br />increase will include increases for Black, White, and other groups. <br />1111. NON - FINANCIAL WAIVER WITHOUT SPECIFIC REQUEST <br />All school systems participating in the Performance -based Accountability <br />Program shall continue to use the Teacher Performance Appraisal Instrument <br />(TPAI) for evaluating beginning teachers during the first three years of their <br />employment; they may, however, develop other evaluation approaches for <br />teachers who have attained career status.
