ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 27, 2006 <br />Action Age <br />Item No. <br />SUBJECT: Contract Renewal with OE Enterprises Inc. for Services to Work First Clients <br />DEPARTMENT: Social Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Renewal Contract <br />INFORMATION CONTACT: <br />Nancy Coston, 245-2800 <br />Gwen Price, 245-2800 <br />PURPOSE: To renew a contract with OE Enterprises for services to Work First clients with <br />significant barriers. <br />BACKGROUND: Orange County has experienced a 58% reduction in the number of families <br />receiving Work First Cash Assistance. The remaining adult participants have multiple barriers <br />to independence and require intensive services to transition them into employment. One of the <br />strategies recommended by the Welfare Reform Task Force was to contract with OE <br />Enterprises to complete a vocational assessment, provide work adjustment services, place <br />participants in employment, and provide jab retention services, Orange County entered into a <br />contractual agreement with OE Enterprises effective April 2001, <br />Social Services has utilized a contract with OE Enterprises to address the needs of the hardest <br />to serve Work First families, Services include comprehensive evaluations and supportive <br />employment and follow-up, This has been an effective strategy for some of the clients who <br />have difficulty securing employment. In Fiscal Year 2005-2006, vocational assessments were <br />provided to three participants with intensive services being provided. The two participants are <br />receiving supportive services after having obtained employment, <br />The Social Services Board has evaluated the contract outcomes far 2005-2006 and <br />recommends that the Board approve a renewal contract in the amount of $20,000 for Fiscal <br />Year 2006-2007, <br />FINANCIAL IMPACT: The cost of the renewal contract for Fiscal Year 2006-2007 is $20,000, <br />These costs are paid with Gounty funds but serve as the required Maintenance of Effort in the <br />County Work First Block Grant, The Gounty was required to maintain the same amount of <br />county funding (approximately $1 million annually) as was spent for Aid to Families with <br />Dependent Children prior to the transition to Work First, The County receives about $1,6 million <br />in federal Work First funds each year. <br />RECOMMENDATION(S): The Manager recommends that the Board accept the <br />recommendation of the Social Services Board to approve a renewal contract with OE <br />Enterprises for $20,000 for Fiscal Year 2006-2007 and authorize the Chair to sign, <br />
