Attachment 3 52 <br /> Section I: General Government and Administration <br /> Policy 12.0: Advisory Board Meeting Overflow Policy <br /> Reviewed by: County Manager <br /> Approved by: County Manager <br /> Original Effective Date: November 1, 2016 <br /> Revisions: <br /> Policy Statement <br /> It is the policy of Orange County to ensure the public has access to all meetings of advisory boards. <br /> Purpose <br /> To direct staff to prepare alternate meeting facilities and/or provide alternative electronic public access for those <br /> board meetings expected to generate a large public turnout. <br /> Applicability <br /> Applies to all Orange County advisory and quasi-judicial boards. <br /> Policy <br /> 12.1 Meeting Overflow <br /> 12.1.1 Orange County is committed to providing the public full access to meetings of the County's <br /> advisory and quasi-judicial boards. Orange County staff members who provide assistance to advisory <br /> and quasi-judicial Orange County boards are directed to ensure the public has access to all meetings of <br /> such boards. <br /> 12.1.2 When meetings of advisory or quasi-judicial boards are expected to generate a substantial <br /> turnout such that the regular meeting facility may be inadequate to host the meeting, staff shall contact <br /> the director of Asset Management Services and the Clerk to the Board of Commissioners to determine <br /> whether an alternative location is available. If an alternative location is available that location shall be <br /> reserved and kept ready for potential use for the meeting. If an alternative location is not available staff <br /> shall work with the director of Asset Management Services, and other departments as may be needed, to <br /> provide increased access to the meeting through the placement of additional audio/video equipment. <br /> 12.1.3 In the event a meeting is relocated in order to accommodate a large public turnout staff shall <br /> consult with the County Attorney to ensure compliance with open meetings law, the Americans with <br /> Disabilities Act, and other applicable laws. <br /> This policy may be reviewed annually and updated as needed by the Manager's Office <br />
