3 <br /> through Friday, between 7:30PM to 11:00PM, and on Saturdays and Sundays between 7AM to <br /> 11PM. <br /> United Voices of Efland Cheeks (UVEC) Operating Agreement. <br /> On June 20, 2017, the Board of County Commissioners approved entering into operating <br /> agreement with non-profit organization United Voices of Efland Cheeks (UVEC) for the <br /> operation of the County's Efland Cheeks Community Center (link to this Operating <br /> Agreement: http://www.oranciecountync.covidepartments/asset management services (ams)/C <br /> omm®Center-Agree.pdf). This agreement stipulates operating hours and conditions reflected in <br /> the updated Facilities Use Policy. <br /> UVEC will operate and staff the Efland Cheeks Community Center Monday through Friday, <br /> between 10AM to 7PM. The Efland Cheeks Community Center is available for rentals Monday <br /> through Friday, between 7:30PM to 11:00PM, and on Saturdays and Sundays between 7AM to <br /> 11PM. <br /> The Department of Environment, Agriculture, Parks & Recreation will manage the reservations <br /> for the Community Centers during available times contemplated in the amended Policy. This <br /> policy is recommended for immediate implementation upon approval, in order that staff can <br /> accommodate current and future requests for the facilities. <br /> Fee Adjustments <br /> Staff proposes the following amendments for the Board's consideration to incorporate the <br /> proposed fee schedule changes as described in Attachment 1, page 17. Staff notes that the <br /> overwhelming majority of County facility use governed by this policy supports County operations <br /> and programs that are not assessed any fees. The proposed amendments are designed to <br /> streamline the very small of proportion of resident and non-resident use that falls outside of <br /> County operations and programs. <br /> 1. The amendment proposes a single use fee for both resident and non-resident users that, <br /> in most cases, is equal to the non-resident rate from the previous policy. The average <br /> proposed fee reduction is 13% (see Attachment 2, "Orange County Facilities Use Policy <br /> Proposed Amendment (Mark-up Version)", page 28). As an illustration, FY 16-17 budget <br /> for these categories was $2,000 and the actual fees generated was $957.50 <br /> 2. Previous versions of the Facility Use Policy had different fees for residents and non- <br /> residents, which were confusing for both residents and non-residents and were difficult to <br /> administer. <br /> 3. Continue to allow users 30 minutes prior to event to setup/breakdown space with no fee <br /> attached; <br /> 4. Allow the Use Fee be waived for County Departments and other associated public <br /> purpose groups (schools, supported outside agencies, etc.) for social and recreational <br /> uses for public purpose events; <br /> 5. Allow the social or recreational purposes by private parties for events not meeting the <br /> public purpose definition to include use fee, applicable kitchen use fee (Department on <br /> Aging Centers only) and On-site Personnel fees when applicable, and imposing the <br />
