2 <br /> BACKGROUND: On May 17, 2011 the Board of Orange County Commissioners ("BOCC") <br /> approved the County Facilities Use Policy that resulted from the Board's November 2010 review <br /> of the 1999 policy draft, BOCC comment, and collaboration consisting of County departmental <br /> representatives. On September 4, 2014, the Board of Orange County Commissioners approved <br /> the first amendment to this policy that integrated the Whitted Meeting Facilities spaces. <br /> The proposed second amendment of the Facilities Use Policy (Attachment 1) is a result of a <br /> collaborative, inter-departmental work group consisting of representatives of the following <br /> departments: Aging, Asset Management Services, Board of Orange County <br /> Commissioners' Office, County Manager's Office, County Attorney's Office, Environment, <br /> Agriculture, Parks and Recreation (DEAPR), Financial Services, Information Technologies, and <br /> the Orange County Library. The review of the Facilities Use Policy was conducted over a <br /> period of two years as a result of the 2014-15 Space Study Work Group and end users <br /> interested in generally improving the policy in addition to integrating newly available facilities. <br /> The recommended amendments address the following additional operating guidelines: <br /> Community Center Integration <br /> Recommended amendments relating to the addition of Community Centers are highlighted in <br /> section 10.1 (pages 10 and 11) of the policy recommendation. These highlights pertain to space <br /> use and availability designations in conformance with similar public facilities that are currently <br /> governed by the Facilities Use Policy. Staff also recommends that the individual Center <br /> operating agreements below be recognized and integrated within the amended Facilities Use <br /> Policy. <br /> Rogers Eubanks Neighborhood Association (RENA) Operating Agreement. <br /> On February 18, 2014, the Board of County Commissioners approved entering into operating <br /> agreement with non-profit organization Rogers Eubanks Neighborhood Association (RENA) for <br /> the operation of the County's Rogers Road Community Center (link to this Operating <br /> Agreement: http://www.orangecountync.gov/departments/asset management services (ams)/C <br /> omm®Center-Agree.pdf). This agreement stipulates operating hours and conditions reflected in <br /> the updated Facilities Use Policy. <br /> RENA will operate and staff the Rogers Road Community Center Monday through Friday, <br /> between 10AM to 7PM, and on Saturday between 10AM to 6PM. The Rogers Road Community <br /> Center is available for rentals from Monday through Friday, between 7:30PM to 11PM, and <br /> between 7AM to 11PM on Sunday. <br /> Cedar Grove Neighborhood Association (CGNA) Operating Agreement. <br /> On June 20, 2017, the Board of County Commissioners approved entering into operating <br /> agreement with non-profit organization Cedar Grove Neighborhood Association (CGNA) for the <br /> operation of the County's Cedar Grove Community Center (link to this Operating <br /> Agreement: http://www.orangecountync.gov/departments/asset management services (ams)/C <br /> omm®Center-Agree.pdf).
