health services to school aged children and adults, particularly those who would otherwise lack <br />access, <br />On Febniary 28, 2006, the OPC/LME Board authorized the award of the RFP to establish a <br />comprehensive service agency in each county to Caring Family Networks (CFN), CFN has been <br />providing services to at-risk youth for the past decade and was acquired by the Youth <br />Development Corporation of America (YDCA) in 2001, YDCA is a 501 C3 Corporation founded <br />in 1982, The original effort of the organization was the operation of a traditional residential <br />treatment center, The Ohio Center for Youth, Services included group homes, transitional living <br />units, wrap-around services and independent living programs, <br />Currently, YDCA operates Therapeutic Community Based Programs in Georgia and North <br />Carolina. YDCA acquired Caring Family Network in 2001. These programs actively serve over <br />1,500 consumers between Therapeutic Foster Care, Gase Management, Psychiatric Services, <br />Mentoring Programs, In-Home Family Support Services, and Individual, Family and Group <br />Therapies, Assessment of service needs and expansion opportunities are also currently being <br />explored in other southeastern states. <br />In order to fulfill the financial expectations associated with the organizational transfer of <br />outpatient services, as conveyed to the successful bidder, OPC/LME management requests <br />release of the one-time County funding in the total amount of $131,797 as described in the <br />attached correspondence, County provision of bridge funds was integral to the conduct and <br />negotiation of the competitive bid process. OPC/LME as the contracting authority will be the <br />transfer agent to provide the additional BOCC funding to CFN, Attachment 1 is the formal letter <br />of request for the supplemental funding from OPC/LME. <br />Attachment 2provides a re-capitulation of divestiture activities implemented by OPC/LME <br />using County bridge funds as authorized by the BOCC throughout the current fiscal year, <br />FINANCIAL IMPACT: <br />One-time supplemental "bridge" funding, to be transferred at the time of divestiture for Orange <br />County Outpatient Services was anticipated in the FY2005-06 budget adopted by the BOCC, <br />OPC/LME "bridge" funds were specifically set aside by budget ordinance within the Critical <br />Needs Reserve. <br />Review of the most current State appropriations bill -versions adopted by both the Senate and <br />the House -indicates that while increased dollars are proposed to support Mental Health <br />services in the upcoming year, there is no immediate funding available to OPC to off-set the <br />present requirement that exists far transitional support for outpatient services, <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the release of <br />$131,797 from the Critical Needs Reserve to facilitate the divestiture and transfer of Orange <br />County Outpatient Services to Caring Family Networks, and authorize the County Finance <br />Director to release the funds to OPC in anticipation of the requisite budget amendment. <br />
