Mgr, 245 -2307 <br />Judy Truitt, OPC/LME Director, <br />913-4037 <br />PURPOSE: <br />To authorize the release of a one-time County supplemental appropriation in the amount of <br />$131,797 to OPC/LME to facilitate the divestiture (transfer) of the Northside Adult and Child <br />Outpatient Clinics in Chapel Hill and the Family Counseling Center in Hillsborough services to <br />the Caring Family Networks (CFN), The formal transfer of operational management took place <br />on June 1, 2006, <br />BACKGROUND: <br />In its budget work session on June 16, 2005, the BOCC received an update from County and <br />OPC/LME staff on the projected need on a program by program basis for one-time <br />supplemental "bridge" fimding (in the approximate amount of one-month's operating expense) <br />to help facilitate the divestiture of OPC programs serving Orange County residents as provided <br />under the approved business plan for mental health reform, <br />Based on OPC/LME calculations and overall request for supplemental assistance during work <br />sessions pertaining to the current fiscal year budget, the County anticipated the need to reserve <br />up to $215,310 for the planned divestiture (transfer) of OPC outpatient services within FY2005- <br />06, <br />The Northside Clinic has been the OPG outpatient hub serving southern Orange County by <br />providing mental health and substance abuse prevention, treatment, and outreach to support <br />children, adolescents, and their families. Family Counseling Center is the OPC ottpatient clinic <br />serving Central and Northern Orange residents and providing substance abuse and mental <br />
