7 <br /> 1 Dr. Pamela Baldwin said this discussion is an excellent example of the partnerships <br /> 2 between the schools and the County, and an opportunity to explain the SRO program so all are <br /> 3 on the same page. <br /> 4 Commissioner Rich said SROs are part of the schools' policies, and the Board of <br /> 5 County Commissioners cannot tell the schools what to do. She encouraged both districts to <br /> 6 share this information with parents. <br /> 7 <br /> 8 6. Mental Health Collaboration between the Schools and the County <br /> 9 Both School Systems and the County have provided information regarding Mental <br /> 10 Health collaboration between the Schools and the County. <br /> 11 <br /> 12 Mental Health Collaboration between the Schools and the County <br /> 13 <br /> 14 Travis Myren said the Board of County Commissioners authorized funding for a <br /> 15 Behavioral Health Systems of Care Analysis in the FY2017-18 Budget. The funding will be used <br /> 16 to hire a consultant to prepare the analysis and make recommendations on system <br /> 17 improvement and will focus on services available to residents up to 25 years old. A Request for <br /> 18 Proposal (RFP) has been developed to solicit proposals from consultants with three primary <br /> 19 deliverables: <br /> 20 <br /> 21 1. Create an inventory of existing resources for mental health, substance abuse, and <br /> 22 intellectual and developmental disabilities in Orange County serving ages 0-25. <br /> 23 2. Create a systems map of the existing mental health (including substance abuse, <br /> 24 intellectual and development disabilities) resources for residents ages 0-25, identity <br /> 25 areas of strength and weakness, and make recommendations for improvements to gaps <br /> 26 in services, access to care, quality of care, ease of referral, etc. <br /> 27 3. Work with both the Chapel Hill Carrboro City Schools (CHCCS) and Orange County <br /> 28 Schools (OCS) in developing Behavioral Health Systems of Care assessments and <br /> 29 scheduled implementation of programming as deemed necessary by the assessments <br /> 30 over a multi-year time frame. The implementation phase could be piloted in the Family <br /> 31 Success Alliance zones 4 and 6 in Year 1 of the program. <br /> 32 <br /> 33 In developing the RFP, the County engaged both school districts to review and provide input on <br /> 34 the RFP document in early September. The proposals are due back on October 3rd and school <br /> 35 district staff(Janet Cherry— Systems of Care Director for CHCCS and Sherita Cobb— Director <br /> 36 of Student Support for OCS) have been invited to serve on the proposal review committee. <br /> 37 <br /> 38 Outside of the RFP process, the Health Department has also worked with representatives from <br /> 39 both districts on the Cardinal Innovations Mental Health Collaborative where school based <br /> 40 mental health has been a priority focus this year. The agencies partnered on direct mental <br /> 41 health service provision at A.L. Stanback for children and families using Family Success <br /> 42 Alliance funding and non-profit providers such as El Futuro and Boomerang and on <br /> 43 coordinating care for children of immigrant patients attending CHCCS schools who were <br /> 44 experiencing bullying, language barrier issues, and bus safety concerns <br /> 45 <br /> 46 Janet Gerry, CHCCS System of Care Director, reviewed the following information: <br /> 47 The district has been engaged in a review of our mental health services. Our focus has been to <br /> 48 develop and implement strategies to promote awareness, ensure we are identifying students <br /> 49 early, being clear about what individual supports are needed, and to removing barriers for <br /> 50 mental health services and treatments.
