10
1
2 Orange County Transportation Planning staff developed project tracking flowcharts during the
3 SPOT 4.0 process that it used to share information with the BOCC and public. However, the
4 flowchart did not and does not include tracking of County projects from the previous SPOT 3.0
5 process or the SPOT 5.0 process, which has just begun. Over the course of the next several
6 weeks, Transportation Planning staff will be working to expand upon its flowchart concept in
7 hope to provide a more sophisticated project tracking tool that includes the County's projects
8 submitted over multiple SPOT/STIP cycles with linkages to the specific work type and schedule
9 that is provided in each STIP.
10
11 Craig Benedict made the following PowerPoint presentation:
12
13 New Transportation Funding Formulas passed in 2013
14 o STI (Strategic Transportation Investments)
15 • Implemented through a SPOT
16 • Strategic Prioritization Office
17 • Process every two years creating a 10 year program of multiple projects
18
19 Each 2 years SPOT cycle is known as SPOT X.X
20 o SPOT 2.0 2014-2023 (adopted)
21 o SPOT 3.0 2016-2025 (adopted)
22 o SPOT 4.0 2018-2027 (almost adopted)
23 o SPOT 5.0 2020-2029 (starting 2 year process)
24 SPOT is primarily driven by data at different levels
25 • State— 100 points
26 • Regional— 70 points
27 • Division— 50 points
28
29 What is the 2045 (MTP) Process?
