8 <br /> 1 Bonnie Hammersley said there is a meeting tomorrow morning with the affordable <br /> 2 housing managers and staff from the various jurisdictions, and staff will bring it up and work <br /> 3 towards bringing OWASA in. <br /> 4 <br /> 5 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich for the <br /> 6 Board to approve the resolution in Attachment 1 to expand the scope of the HOME Program <br /> 7 Review Committee to form the "Orange County Local Government Affordable Housing <br /> 8 Collaborative" to allow for broader discussions on the County's affordable housing issues, <br /> 9 including the creation of collaborative strategies and solutions. <br /> 10 Commissioner Price said to add that the consortium will look at CDBG funding, and <br /> 11 keep track of leveraging dollars. <br /> 12 Commissioner Rich asked if this needs to be in the motion, since it was suggested to <br /> 13 bring this up as they move forward. <br /> 14 Sherrill Hampton said staff will capture that information in future discussions and <br /> 15 reports, whether it is part of the motion or not. <br /> 16 Commissioner Price suggested adding this since Chapel Hill receives and oversees the <br /> 17 CDBG funding for everyone. <br /> 18 Chair Dorosin suggested amending the second bullet point to state, "provide guidance <br /> 19 on administration of the HOME program activities, and other affordable housing resources in <br /> 20 the County." <br /> 21 Commissioner Price said this would be acceptable. <br /> 22 Commissioner Jacobs and Commissioner Rich withdrew previous motion. <br /> 23 <br /> 24 A motion was made by Commissioner Jacobs seconded by Commissioner Rich for the <br /> 25 Board to approve the resolution in Attachment 1 to expand the scope of the HOME Program <br /> 26 Review Committee to form the "Orange County Local Government Affordable Housing <br /> 27 Collaborative" to allow for broader discussions on the County's affordable housing issues, <br /> 28 including the creation of collaborative strategies and solutions, and provide guidance on <br /> 29 administration of the HOME program activities, and other affordable housing resources in the <br /> 30 County. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 c. Durham-Chapel Hill-Carrboro Metropolitan Planning Organization 2045 <br /> 35 Metropolitan Transportation Plan Alternatives Analysis <br /> 36 The Board received a presentation from Durham-Chapel Hill-Carrboro (DCHC) <br /> 37 Metropolitan Planning Organization (MPO) staff on the 2045 Metropolitan Transportation Plan <br /> 38 (MTP) Alternatives Analysis, and considered potentially endorsing comments from the Orange <br /> 39 Unified Transportation Board (OUTBoard). <br /> 40 <br /> 41 BACKGROUND: <br /> 42 The DCHC MPO, which is responsible for long-range transportation planning for Durham <br /> 43 County and parts of Orange and Chatham counties, is updating its MTP. The MTP, which is <br /> 44 required by Federal law, recommends major transportation projects, policies and strategies <br /> 45 designed to maintain existing transportation systems and serve the region's future travel needs. <br /> 46 The Plan must be fiscally constrained, which means that projected revenues must cover the <br /> 47 anticipated costs. Projects must be in the 2045 MTP to receive any state and federal <br /> 48 transportation funding through the State Transportation Improvement Program (STIP). Projects <br /> 49 are drawn from the MTP and put forward to the State's prioritization process for inclusion in the <br /> 50 STIP, which is a 10-year funding program. <br />
