6 <br /> 1 At a recent Assembly of Governments Meeting, elected officials indicated an interest in having <br /> 2 the staff and HOME Program Review Committee expand its scope to include broader <br /> 3 discussions about the County's affordable housing issues, as well as seek to create <br /> 4 collaborative strategies and solutions. Furthermore, during discussions regarding the 2016 <br /> 5 bond for affordable housing, members of the community stressed the importance of <br /> 6 intergovernmental collaboration as a way to maximize public funds used for affordable housing <br /> 7 purposes. <br /> 8 Sherrill Hampton, Housing, Human Rights and Community Development Director, made <br /> 9 the following PowerPoint presentation: <br /> 10 <br /> 11 Expansion of the Role and Renaming of the HOME Program Review Committee <br /> 12 October 3, 2017 <br /> 13 <br /> 14 Decision Points <br /> 15 • Review and consider revisions to the HOME Program Review Committee's role <br /> 16 o Expand the Committee's role to include the following: <br /> 17 a.) strategize about funding options <br /> 18 b.) provide updates on projects and affordable housing efforts, as well as code or <br /> 19 policy changes <br /> 20 c.) develop shared targets and goals for affordable housing preservation and <br /> 21 development and track progress over time <br /> 22 d.) tell the story of the impact of the County's affordable housing initiatives <br /> 23 e.) serve as advocates (elected officials) for affordable housing in Orange <br /> 24 County <br /> 25 f.) Continue to provide guidance on the administration of HOME Program <br /> 26 activities as required by the US Department of Housing & Urban Development <br /> 27 (HUD) and other resources. <br /> 28 <br /> 29 • In light of the proposed expansion of the Committee's role, the Committee would be <br /> 30 renamed the "Orange County Local Government Affordable Housing Collaborative". <br /> 31 <br /> 32 Background <br /> 33 • Orange County HOME Program Consortium formed in 1992 to receive federal HOME <br /> 34 Program funds. <br /> 35 • HOME Program Consortium members include the Towns of Carrboro, Chapel Hill, <br /> 36 Hillsborough and Orange County. <br /> 37 • In 2000, based on elected officials interest in having more involvement in the evaluation <br /> 38 of funding applications and the creation of the annual HOME Program Plan, the Orange <br /> 39 County HOME Program Review Committee formation was approved by the participating <br /> 40 jurisdictions <br /> 41 <br /> 42 Current Function of the Committee <br /> 43 • To provide guidance on the administration of the HOME Program activities as required <br /> 44 by the US Department of Housing & Urban Development, including the following: <br /> 45 — recommend priorities and criteria for HOME Program funding <br /> 46 — annually evaluate applications for HOME funding and provide a <br /> 47 recommendation to the elected bodies of each jurisdiction in the Consortium <br /> 48 <br /> 49 Rationale for the Proposed Revisions <br />
