ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: .lune 27, 2006 <br />Action Agendr a rr <br />Item No. "2.~_ <br />SUBJECT: Approval of Proposed Lease Agreement with OPC at Northside <br />DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Public Works Memo to OPC <br />INFORMATION CONTACT: <br />Pam .)ones, Central Services and <br />Purchasing, ext 2652 <br />Gwen Harvey, Assistant County <br />Manager, ext 2300 <br />Judy Truitt, Area Director, OPC, 913- <br />4000 <br />PURPOSE: To approve entering into a proposed lease agreement with the Orange-Person- <br />Ghatham Area Program/Local Management Entity (OPC/LME) to provide for their corporate <br />relocation to the Northside campus. <br />BACKGROUND: <br />As part of a management strategy to reduce administrative overhead, OPC/LME has requested <br />that the County consider allowing them to relocate their remaining staff into quarters on the <br />Northside campus, They would in effect be sharing the campus with the Caring Family Network, <br />the comprehensive services agency now under contract with OPC to operate the outpatient <br />services for children and families as a result of mental health reform and divestiture. <br />OPC has historically delivered services to the community through Northside and the County is <br />not known to have charged OPC rent or separate utility costs, The County and OPC have <br />routinely delineated cost arrangements for certain other items such as grounds care (County) <br />and telephone system (OPC) and it is anticipated that a similar arrangement would continue <br />under this instance. (See attachment for a historical reference that could provide an initial <br />framework for discussion on the delineation of each entities' responsibilities.) <br />The exact details and specifications of the proposed lease with OPC will be developed over the <br />summer break, and will address specific space allocation and potential impact on other <br />Northside tenants along with acost-sharing consideration, BOCC confirmation of the proposed <br />lease agreement would enable OPC to begin taking the necessary steps to officially relocate by <br />
