Quarterly Update on Durham-Orange (D-O LRT) Light Rail Project Status <br /> 8 The Board received a quarterly update on the status of the Durham-Orange Light Rail <br /> 9 project as required by the Cost Share Agreement between Durham County, Orange County, <br /> 10 and GoTriangle. <br /> 11 <br /> 12 BACKGROUND: <br /> 13 On April 27, 2017, the Board of Orange County Commissioners adopted the Interlocal Cost <br /> 14 Sharing Agreement for the Durham-Orange Light Rail Transit Project as well as the Orange <br /> 15 County Transit Plan. These agreements allowed GoTriangle to provide updated financial <br /> 16 information to the Federal Transit Administration in support of GoTriangle's application to enter <br /> 17 the engineering phase of the project. On July 28, 2017, GoTriangle received approval from the <br /> 18 FTA to enter the New Starts Engineering phase of the Capital Investment Grant Program. The <br /> 19 Cost Sharing Agreement requires GoTriangle to provide quarterly reports to the Federal Transit <br /> 20 Administration (FTA), Durham County, Orange County, and the Durham-Chapel Hill Carrboro <br /> 21 Metropolitan Planning Organization (DCHC MPO) when the project was approved to enter <br /> 22 engineering. This report represents the first quarterly report since engineering approval was <br /> 23 secured. <br /> 24 <br /> 25 Danny Rogers, D-O LRT Project Director made the following PowerPoint presentation: <br /> 26 <br /> 27 Durham-Orange Light Rail Project Status <br /> 28 <br /> 29 D-O LRT Approved by FTA to Enter Engineering Phase! <br /> 30 • Our Region on Track for over $1 Billion in Federal Investment <br /> 31 <br /> 32 Approval into Engineering <br /> 33 • Project may continue development and design, and remains eligible for federal <br /> 34 reimbursement when an FFGA is executed <br /> 35 • Project receives greater oversight and guidance from FTA • <br /> 36 • Project will be rated each year for inclusion in FTA Annual Report <br /> 37 • Key Observations about rating <br /> 38 — Medium is the threshold for FTA recommendation for funding <br /> 39 — We are currently evaluating FTA recommendations for areas for <br /> 40 improvement to address in our next submission <br /> 41 • Approval of project into Engineering is a big accomplishment and is really good news <br /> 42 <br /> 43 Key Milestones <br /> 44 • Get recommended in FTA Annual Report for Funding <br /> 45 • Be included in the State Transportation Improvement Program <br /> 46 • Sign FTA Full Funding Grant Agreement (FFGA) <br /> 47 <br /> 48 Anticipated Schedule <br /> 49 • Annual Report Funding Sep 2018 Recommendation (Sep 2017) <br /> 50 • STIP Draft Dec 2018 <br />
