Currently, there are 2 contract companies performing evening cleaning at the schools. <br /> Executive Building Maintenance cleans 9 schools plus Lincoln Center facilities and Kayros <br /> Building Solutions cleans 8 schools and the Pre K Center. The total cost for these 2 contracts <br /> is $1,393,740. Each contract also carries an allowance of$8,100 for substitute day porters <br /> that are requested throughout the year. In then event a day porter is absent for a period of <br /> time, the service contractor is asked to provide a temporary employee. Attachment C details <br /> the specifics of each contract. <br /> In April the RFP was advertised and on May 2, nine companies submitted proposals. <br /> Companies were asked to submit a base cost to perform evening cleaning at each school and <br /> an alternate cost to comply with the district's Living Wage Policy 6424/7601. This policy <br /> establishes an hourly minimum wage for full time district employees and stipulates that bids <br /> for contract services include proposals or alternates to provide the living wage to their full <br /> time employees who work on district property. The current living wage as determined by <br /> Orange County is $13.15 per hour. The submitted bids indicate an increase for the alternate <br /> in the range of 20% - 38%representing a cost increase of$300,000 to $700,000. The Bid <br /> Tabulation - Attachment D lists each company's base bid and alternate cost. <br /> Past experiences in bidding custodial services has demonstrated that low bids are not <br /> necessarily the best choice. Previously, successful low bid contractors have been terminated <br /> for non-performance, they have exercised their contract cancellation option after a few <br /> months, and others have been placed on improvement plans in order to correct poor <br /> performance. <br /> Facilities Management is recommending continuing the use of 2 companies to perform the <br /> work. Utilizing multiple companies provides competition between the firms and affords <br /> flexibility to the district in the event of dissatisfaction in performance. The recommendation <br /> is to award contracts to Executive Building Maintenance and GCA Services Group. The <br /> total base bid for the 2 companies is $1,604,687 and the total living wage alternate is <br /> $1,998,772. In each case an additional $16,500 would be added for the possible need of day <br /> porters. <br /> Executive Building Maintenance (EBM)has been preforming cleaning services for district <br /> since 2009. They have performed well and demonstrated responsiveness to resolving <br /> problems, dealing with changing building conditions and meeting district needs. EBM is a <br /> NC certified minority business and offer a health insurance plan to employees. EBM <br /> provides solid supervision and a hands-on approach by the company president. 70% of their <br /> staff work 6 or more hours a day and qualify as full time. <br /> GCA Services is a national company with extensive experience working with school districts <br /> and private companies. They are currently the contractor for Orange County Schools and are <br /> highly recommended. They offer an employee benefits package that includes health <br /> insurance and retirement 401K plans.
