data on SRO involvement with school based incidents was also provided. This week second
semester incident data became available and is attached to this document.
At the end of the past school year, a short video production commenced to highlight how our
SRO's make a difference in our schools and in children's lives each day. The capture of video
footage from CHCCS has been completed, Orange County Schools video capture is scheduled,
and a completed video should be available for viewing before the September 28, 2017 joint
meeting.
This summer all school resource officers and secondary administrators participated in a SRO
summit. The primary purpose was to provide our SROs and administrators with focused time to
learn, review, and discuss best practices. We spent considerable time reviewing and clarifying
the role of the SRO and the role of an administrator with an eye towards most school incidents
being handled by administration. The summit included a comprehensive presentation by the
board attorney and scenarios that were discussed in a group format (resources attached).
Expectations regarding the respective roles were included in the back to school in-service for all
staff to clarify that, in most cases, administration should respond first.
As we begin the 2017-18 school year, we have plans to continue implementation efforts of our
MOU. The district will be creating and providing a school resource officer specific Equity 101
module. Dr. Schiltz will be training school resource officers on multi-tiered systems of support.
School resource officers will also receive training from Our Children's Place on strategies to
support students with incarcerated parents. We are also researching additional training in the
areas of National Incident Management System and the NC school resource officer certification
program.
Administration is seeking Board input and feedback to prepare for the September joint meeting.
FINANCIAL IMPACT: None
PERSONNEL IMPACT: None
RECOMMENDATION: It is recommended that the Board provide input and feedback
to prepare for the September joint meeting.
30
