II r
l ry 1,
I u"
41 ' / Y SCHOOLS
Board of Education
Agenda Abstract
Meeting Date: September 18, 2017
Agenda Type: Work Session
Agenda Item #: 5c
Subject: School Resource Officer Program
Division: Support Services Department:
Person Todd LoFrese, Assistant Feedback
Responsible: Superintendent of Support Services Requested
From:
Previous Work Session No Date
Previous Discussion and Action No Date:
Attachment(s): School Resource Officer(SRO)Program Overview, 2016-17 second semester
incident information, SRO summit resources, SRO memorandum of understanding.
PURPOSE: To provide an update to the Board regarding the SRO program and seek feedback
in advance of the joint meeting with the County Commissioners and Orange County Schools.
BACKGROUND: During the last budget cycle, a question was posed during commissioner
budget deliberations on whether the health and safety funding allocation (funding for nurses and
SROs) should be part of the average daily membership allocation. A brief discussion ensued and
it was suggested that the districts could then choose whether to use those resources for another
purpose. Ultimately, the health and safety funding allocation remained intact for 2017-18, but
there was a commitment to discuss this further at the September 28 2017 joint meeting between
the Orange County Board of Commissioners, Orange County Schools, and Chapel Hill-Carrboro
City Schools.
District administration is in strong support of our SRO program and supports the current funding
structure. The district has created a program overview document(attached)presented a program
update (May 4, 2107 Board Meeting Item 5b) on our progress with the memorandum of
understanding(MOU), including prior and planned professional development. First semester
29
