1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 19, 2017 <br /> Action Agenda <br /> Item No. 8-b <br /> SUBJECT: Pass-Through Agreement for the Allocation, Disbursement and Accounting of <br /> Section 5310 (Elderly and Individuals with Disabilities) Funds <br /> DEPARTMENT: Aging <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Agreement Janice Tyler, Department on Aging, <br /> Program Management Plan (PMP) 919-245-4255 <br /> PURPOSE: To approve the pass-through agreement submitted by the City of Durham for the <br /> Federal Transit Administration funding that Orange County has been awarded to support the <br /> Department on Aging's Mobility Management project. <br /> BACKGROUND: In 2013 the Department on Aging was awarded Section 5310 Elderly and <br /> Individuals with Disabilities funding for a mobility management initiative as outlined in the 2012- <br /> 2017 Master Aging Plan. That funding has been included in the Department's budget for the <br /> subsequent fiscal years. The primary purpose of this funding is to support a coordinator position <br /> to assist older residents with accessing transportation resources and developing new options. <br /> The Durham Chapel Hill Carrboro Metropolitan Planning Organization (DCHCMPO) and the <br /> Federal Transit Administration have determined that there should be a pass-through agreement <br /> for the Section 5310 funds with Orange County. This is designed to cover both 5310 grants and <br /> others that may be received in the future. <br /> FINANCIAL IMPACT: The federal funding available for the current fiscal year is $80,889. The <br /> required local match is provided through funds already included in the Department on Aging <br /> budget. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the Pass- <br /> Through Agreement for the Allocation, Disbursement and Accounting of the Section 5310 Funds <br /> and authorize the Chair to sign the Agreement. <br />
