10
Determine Whether the Mountains-to-Sea Trail May Be Located on OWASA Property
August 19, 2016
Page 3
water supplies (Class WS-IV which is less protective)noted that they have problems with ATV
traffic on a trail near one of its treatment plants (not near its water supply) and suggested that one
condition should be that barriers be constructed at the County's expense if that becomes a
problem. The following table summarizes the allowable uses for some water supply reservoirs in
the Piedmont with trails that are not large, multi-purpose reservoirs with trails such as Falls Lake
and Jordan Lake.
Allowed
Utility Lake Lake Classification2 Recreational Uses on
Lake
Stoney Creek Fishing, boating
City of Burlington Reservoir WS-II (electric trolling
motors only)
Fishing, boating
City of Burlington Lake Macintosh WS-IV (electric trolling
motors only)
Fishing, boating,
City of Greensboro Lake Brandt WS-III stand-up paddle
boarding
City of Greensboro Lake Townsend WS-III Fishing, boating
Fishing, boating
City of Raleigh Lake Benson WS-III (electric trolling
motors only)
City of Raleigh (Town Smith Creek Fishing boating
of Wake Forest) Reservoirs WS-II (electric trolling
motors only)
City of Raleigh gained control of Smith Creek Reservoir when they merged utilities with the Town of Wake
Forest. However,City does not plan to use Smith Creek Reservoir as water supply in future, and plans to return it
to Town of Wake Forest. Town may seek to reclassify the reservoir.
2 The Division of Water Resources classifies water supplies as WS-I,WS-II,WS-III,WS-IV,and WS-V with WS-1
having the highest level of protection and WS-V having the lowest. WS-I watersheds are undeveloped. WS-II
watersheds are largely undeveloped;general permits(insignificant impacts)for wastewater discharges. WS-III
waters have low to moderate development;general permits allowed as well as some small domestic wastewater
discharges. WS-IV watersheds are moderately to highly developed; all classes of wastewater discharges
permitted.
Other Risks
The County is evaluating the risks that members of the public raised at the June 23 Board of
Directors meeting: fire risk, emergency response, safety, and insurance. County staff will be
available at the August 25 Board of Directors meeting to provide a verbal summary of their
4.4
