ORANGE COUNTY TRANSIT PLAN (OCTP) <br /> QUESTIONS TO BE RESEARCHED AND ANSWERED SUMMER 2011 <br /> 1. Background rationale for the eastern route from UNC towards Hwy 54 and then NNE <br /> along 1-40 to 15-501 instead of a more direct UNC to 15-501 route. In combination <br /> has a BRT line been examined in the Hwy 54 corridor or similar alternative analysis <br /> scenarios. <br /> 2. Please provide the various financial scenarios with reference to 2011 tax dollars or <br /> 2035 dollars or some other clearly explained footnote so the financial plan can be <br /> monitored accordingly. <br /> 3. Ensure how no financial liability would befall the county beyond stated revenue <br /> sources including debt capacity. <br /> 4. Develop what the potential of a no rail,scenario (i.e. bus and BRT) if funding is lost <br /> from federal and state sources or other decision. <br /> • <br /> 5. Would BRT be viable and economical options for the high volume corridors of Hwy <br /> 54, 15-501 and MLK to be part of a regional public transit network? <br /> 6. Would commuter rail extended from Durham to Hillsborough be an effective means <br /> to connect central Orange County to the Triangle (including airport) since the <br /> proposed program to accomplish would be to drive to Gateway park and ride, light <br /> rail to transfer Durham commuter line, commuter to TTA regional hub to transfer to <br /> airport shuttle? <br /> 7. Statutes refer to an interlocal agreement (ILA) between the Triangle Transit Authority <br /> (TTA) and counties (or county) to evaluate and amend the financial plan from time to <br /> time. The elements of a potential ILA are noted in attachment . As the <br /> attorney's opinion noted, after the BOCC vote to add the 'h cent sales tax to a <br /> referendum, absent a prior ILA, there is no formal binding ability to amend the initial <br /> financial plan to accommodate changing conditions of revenue, expenditures, timing, <br /> or new conditions whether interrelated to roads, new development or technology. <br /> Therein, the financial plan should be part of an implementing ILA and precede the <br /> • vote for transit referendum. <br />
