<br />Planning and Economic Development recommend beginning public outreach via open meetings <br />of area property owners over the next two months, We also recommend the appointment by the <br />BOCC of a citizens' Task Farce to assist staff and provide guidance in preparation of the small <br />area plan, An initial list of applicants has been solicited by the Clerk's Office with additional <br />recruitment to occur during the outreach meetings.. Three at-large members will also be <br />recruited during the summer, with formal task force appointments to occur at the August 22 <br />County Commissioners meeting, The proposed Task Force will consist of: <br />• 3 property owners <br />• 3 business owners <br />• 3 at-large representatives <br />• Orange County BOCC liaison <br />• 1-2 Durham and Person County representatives <br />• Orange County Planning Board member <br />• Orange County EDC member <br />ISSUES/QUESTIONS <br />In completing this project staff will study, at a minimum, the following issues/questions, which <br />are not provided in any order of priority. Additional issues/questions may arise following <br />community meetings: <br />1, Is the creation of the proposed new district consistent with the goals and objectives of the <br />existing Orange County Land Use Element? <br />2. Is there a desire for non-residential development? <br />3, Will the proposed new district be consistent with the desire to allow for additional non- <br />residential development within the rural areas of the County? <br />4. What is an appropriate level of nonresidential development within the area ? <br />5, How will buffering and transitioning of existing, and possible future, nonresidential <br />development be accomplished to avoid impacts on existing, and possible future, low- <br />density residential development within the area ? <br />6. How will the County address noise levels generated by the Speedway and go-kart track ? <br />7. What types of additional nonresidential land uses are to be considered for the area and <br />how will their impact be mitigated ? <br />8, What additional traffic related issues will be generated by potentially allowing for <br />additional nonresidential development ? <br />9.. How will allowing far additional nonresidential development within the area affect the <br />existing groundwater public water supply and how will existing, and future, residential <br />developments be protected from the increase in demand ? <br />10. What will be done to protect the environmental integrity of the Flat River and Little River <br />Watershed Overlay districts ? <br />11. What ancillary impacts will be generated in Person and Durham Counties as a result of <br />potentially allowing for additional nonresidential development ? <br />FINANCIAL IMPACT: There is no financial impact at this time; existing County staff will be <br />utilized in the small area planning process. <br />
