Study Area Parcel Summary <br />INFORMATION CONTACT: <br />Craig Benedict, 245-2592 <br />Dianne Reid, 245-2326 <br />PURPOSE: To initiate community meetings and begin development of a process for <br />preparation of a Small Area Plan for the NC Highway 57 Speedway area, <br />BACKGROUND: Planning and Economic Development staff have been reviewing the issues <br />surrounding the possible establishment of a new zoning and land use district/designation for an <br />area along NC Highway 57 in the northeastern corner of the County near the harder with Person <br />and Durham Counties (please see attached map). <br />The area in question is located within the Little River Township, which came under the Orange <br />County zoning jurisdiction in 1994.. As the various commercial operations in the area were <br />established prior to the adoption of comprehensive zoning regulations, they were allowed to <br />continue operation as nonconforming land uses per Article Eleven (11) of the Orange County <br />Zoning Ordinance. <br />There is a concern among various commercial property owners over the nonconforming <br />designation of their property and the impact such a designation might have on their ability to <br />continue to utilize their property, Staff determined that the most appropriate course of acticn <br />was to begin development of a Small Area Plan to address local nonresidential and owners' <br />concerns as well as expand rural economic development opportunities within the area. <br />This work was originally being completed in accordance with the planned update of the Orange <br />County Land Use Element. As the Land Use Element's timeline for completion has been <br />extended, staff believes that this project should be completed independently of the update. At <br />the May 22, 2006 Quarterly Public Hearing between the County Board of Commissioners and <br />the Planning Board, staff was asked to prepare an abstract outlining the recommended process <br />of developing a Small Area Plan far the NC Highway 57 Speedway area, This has been done <br />and is included as Attachment 3, <br />
