2 <br /> the Resolution that would have the effective date of the amendments pertaining to the <br /> Hillsborough EDD Area coincide with joint land use plan amendments that are expected to be <br /> considered in the fall. <br /> The map related to amendments in the Town of Carrboro's ETJ (Extraterritorial Jurisdiction) <br /> adjacent to Smith Level Road remains unchanged from the version approved by the BOCC on <br /> May 2. <br /> All signatory parties to the Agreement must approve the amendments before they are effective. <br /> Proposed dates for adoption consideration are: <br /> Orange County May 2, 2017 (approved, but a revised map for the Hillsborough <br /> EDD Area is under consideration at the June 6 meeting) <br /> Town of Carrboro May 16 (approved; map for the Hillsborough EDD Area was <br /> the same map being considered at the June 6 BOCC meeting) <br /> OWASA June 8 <br /> Town of Hillsborough June 12 <br /> Town of Chapel Hill June 19 <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> FINANCIAL IMPACT: Work required to achieve the amendments to the Water and Sewer <br /> Management, Planning, and Boundary Agreement has been completed by existing staff. <br /> RECOMMENDATION(S): The Manager recommends the Board adopt the revised resolution <br /> amending the Water and Sewer Management, Planning, and Boundary Agreement. <br />
