This action would supersede the <br /> Resolution adopted on May 2, 2017 and thereby ensure that no action has been taken <br /> impacting the Rural Buffer. <br /> BACKGROUND: At the May 2, 2017 Board of County Commissioners meeting, the Board <br /> adopted proposed amendments to the Water and Sewer Management, Planning, and Boundary <br /> Agreement (WASMPBA). In the Hillsborough EDD Area, the adopted map was based on a <br /> catchment basin analysis completed by staff and involved several acres that are currently <br /> designated "Rural Buffer" on either the Zoning Atlas or Future Land Use Map (the Rural Buffer <br /> boundary on these two separate maps do not perfectly align, likely due to relatively small <br /> differences in hand-drawn maps that were digitized in the 1990s; see map in Attachment 2 for a <br /> visual depiction of this issue). Potential amendments to land use maps (joint planning and <br /> County-only) and zoning were to be brought forward later this year to consider aligning <br /> boundaries with the "Primary Service Area." <br /> Because of concerns regarding the subsequent land use and zoning map amendments, staff <br /> prepared a revised map after the May 2 meeting to remove any area that is currently <br /> designated Rural Buffer (on either the zoning or land use maps) from consideration as <br /> "Primary Service Area". The map included in Attachment 1 shows the extent of lands (84.16 <br /> acres) that are currently designated "Hillsborough Long-Term Interest Area" but are proposed to <br /> be designated "Hillsborough Primary Service Area."
