24 <br /> 1 Commissioner Jacobs referred to the position in #4, and said it was not recommended <br /> 2 to go to the MPO, but rather merited further discussion. <br /> 3 John Talmadge said this was a mistake, and it will be discussed further. <br /> 4 Commissioner Jacobs referred to#7, and asked if there is a reason for the change in <br /> 5 language. He said the commissioners specifically wanted it to read that every four years the <br /> 6 County Commissioners would review the cost split. <br /> 7 John Talmadge said the red line version is the latest working document. <br /> 8 Commissioner Rich agreed with Commissioner Jacobs, and said she would like to see <br /> 9 this position work with the Council of Governments (COG), as opposed to the MPO. <br /> 10 Chair Dorosin asked if there is a reason for the deletion in bullet point 1 referring to <br /> 11 environmental impacts. <br /> 12 Katharine Eggleston said it was duplicative, and the same language appears in the <br /> 13 paragraph above. <br /> 14 Travis Myren resumed the PowerPoint presentation: <br /> 15 <br /> 16 Bus Service Expansion <br /> 17 0 Financial model may support some additional bus expansion <br /> 18 0 Allocation of bus hours governed by Implementation Agreement <br /> 19 • 64% Chapel Hill Transit <br /> 20 • 24% GoTriangle <br /> 21 • 12% Orange Public Transit <br /> 22 0 Potential Renegotiation of Agreement <br /> 23 • Bus hours allocation <br /> 24 • Bus service planning <br /> 25 • Disposition of the potential rail dividend <br /> 26 <br /> 27 Commissioner Jacobs said he is supportive of this. He said when this agreement was <br /> 28 negotiated there was not a transportation department, plan or funding. He said the County was <br /> 29 usually just a pass through, and Chapel Hill had more funding. He asked if, going forward, <br /> 30 GoTriangle wants to commit its staff to the same process that the County is committing its staff. <br /> 31 John Talmadge said yes GoTriangle is willing to enter into a renegotiation, and he has <br /> 32 reached out to the MPO and the Town of Chapel Hill. <br /> 33 Commissioner Jacobs suggested putting some time parameters on a start date, and <br /> 34 said it should start in this calendar year or fiscal year. <br /> 35 Travis Myren said yes. <br /> 36 Bonnie Hammersley said after the meeting on April 27th staff will start the next steps with <br /> 37 a timeline. <br /> 38 Chair Dorosin said there is an anticipated rail dividend that will free up bus hours now <br /> 39 covered by light rail. He said this will be a boost mostly to Chapel Hill bus services.
