6 <br /> Roadside ditches are approximately 41' center to center but are poorly defined with <br /> missing or non-functional driveway pipes. Uncontrolled vegetation and trees are <br /> encroaching on the shoulder and in ditches. A privately owned satellite dish is located <br /> within the road right of way. The road currently meets the minimum housing density <br /> requirements and can be considered for addition as an unpaved road. However, the road <br /> currently does not meet the minimum maintenance condition and construction standards for <br /> eligibility for addition. The following items must be satisfactorily completed prior to <br /> addition to the State system: <br /> 1) The property owners shall sign a "Petition for Road Addition" and return it to this <br /> office. <br /> 2) Construct an unpaved roadway cross section centered within the platted right of <br /> way with properly drained ditches set a minimum of 36' apart and an 18" wide <br /> gravel travel way stabilized with 3" of compacted aggregate base course in <br /> accordance with minimum NCDOT unpaved road standards. <br /> 3) All drainage pipes and structures shall be adequately sized and installed per <br /> NCDOT requirements. <br /> 4) Remove all trees and uncontrolled vegetation and unauthorized obstructions with <br /> in the right of way. <br /> 5) Secure all necessary right of way encroachment agreements for all authorized <br /> utilities with in the right of way and remove unauthorized encroachments from the <br /> right of way. <br /> Alpha Drive, Extension of SR 1403 <br /> The subject road segment begins at the existing end of State maintenance and extends <br /> southward to a dead end and is 0.08 mile in length. The road currently directly serves 2 <br /> homes. A sufficient number of homes are present to meet minimum housing density <br /> requirements for the total length of Alpha Drive inclusive of the subject extension. The <br /> road is served by a 60' right of way recorded on August 27, 1965 in Plat Book 14, Pages <br /> 151 and 152. The single lane paved travel way is 11' in width and in good condition. The <br /> pavement structure and suitability of the underlying subgrade is unknown. Roadside <br /> ditches are approximately 41' center to center and in generally good condition with <br /> significant siltation noted at one driveway pipe. Roadside vegetation management is <br /> satisfactory. The road currently meets the minimum housing density requirements and <br /> can be considered for addition. However, the road currently does not meet the minimum <br /> maintenance condition and construction standards for eligibility for addition. The <br /> following items must be addressed and satisfactorily completed prior to addition to the <br /> State system: <br /> 1) The property owners shall sign a"Petition for Road Addition" and return it to this <br /> office. <br /> 2) Upgrade the roadway section meeting NCDOT minimum standards as described in <br /> the following options: <br />
