Subcontracting <br /> The vendor given contract award shall be the prime contractor and shall be solely responsible for <br /> contractual performance. Permitting Requirement <br /> Vendor shall possess a valid"Solid Waste Permit," authorized by the North Carolina Department of <br /> Environment and Natural Resources.Scrap tires in North Carolina are regulated according to the <br /> "North Carolina Scrap Tire Disposal Act,"O.S. 130A-309.51-69, and the NC Solid Waste <br /> Management Rules,codified at 15A NCAC 13B.1100.These statutes and rules provide for the <br /> permitting of scrap tire collection sites and require that owners and/or operators meet the siting, <br /> design,construction,operational and financial responsibility requirements of these rules. <br /> Should the permitting requirements change,the vendor shall comply within one-hundred-twenty <br /> (120)days, but no later than the effective date of the revised requirements. <br /> R.
