4 <br /> 1 <br /> 2 Overview of Recommended Actions FY2017/2018 <br /> 3 Carve Out Pharmacy Coverage — Savings of$141,000 <br /> 4 0 The County participated in a Pharmacy Benefit Manager (PBM) Bid Comparison <br /> 5 to "carve out" pharmacy coverage with another PBM for July 1, 2017 coverage. <br /> 6 Current coverage with UHC-Optum Rx. <br /> 7 0 The Manager is recommending contracting with Envision Rx for pharmacy <br /> 8 benefits. <br /> 9 Add Trans-Inclusive Coverage to Benefit Plan <br /> 10 0 Trans-inclusive health coverage includes benefit coverage for the treatment of <br /> 11 gender dysphoria, a condition when a person's gender at birth is contrary to the <br /> 12 one with which they identify. <br /> 13 No increase in premium equivalent for medical coverage or increase in dental or vision <br /> 14 premiums <br /> 15 <br /> 16 Request of BOCC Approval <br /> 17 <br /> 18 A motion was made by Commissioner Jacobs, seconded by Commissioner Marcoplos <br /> 19 to: <br /> 20 • Approve including in the current plan design trans-inclusive health care coverage <br /> 21 effective July 1, 2017 <br /> 22 • Approve increasing the funding for the FY2017/2018 Health Insurance appropriation <br /> 23 $524,433 and maintaining current premium equivalent rates for health insurance, dental <br /> 24 and vision coverage for employees and pre-65 retirees. <br /> 25 • Approve contracting with Envision Rx as the County's Pharmacy Benefit Manager for <br /> 26 pharmacy services for employees and participating pre-65 retirees and approve the <br /> 27 County Manager to sign contract following the County Attorney's review. <br /> 28 <br /> 29 Commissioner Jacobs asked if there were any limitations on which pharmacy <br /> 30 employees are able to use. <br /> 31 Brenda Bartholomew said no. <br /> 32 Commissioner Burroughs asked if these prices could be compared to former years. <br /> 33 Brenda Bartholomew said there has been little increase last year with health insurance, <br /> 34 and the year prior to that had a minimum increase. She said the increases are not being <br /> 35 passed onto employees. <br /> 36 Chair Dorosin asked if the coverage for gender dysphoria had not already been <br /> 37 approved. <br /> 38 Brenda Bartholomew said the actual surgery to change genders had not been approved, <br /> 39 and that is being added this year. <br /> 40 Commissioner Rich said she will vote against this, as in the past, because of her <br /> 41 opposition to UHC.
