Attachment 3 of the Bicycle Safety Task Force Report 27 <br /> RES-2016-044 <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> Revised Resolution Authorizing the Creation of a Bicycle Safety Task Force, <br /> Charge, Term and Composition of Members to Serve on the Task Force <br /> WHEREAS, the issue of bicycle safety has been a topic of interest by various <br /> County groups over the past several years, including discussions by the Orange <br /> Unified Transportation Board (OUTBoard), the Board of County Commissioners <br /> (BOCC), and citizen groups; and <br /> WHEREAS, a petition related to bicycle safety was brought forward at the <br /> BOCC's November 6, 2014 meeting during Petitions by Board Members and <br /> subsequently reviewed by the ChairNice Chair/Manager agenda team; and <br /> WHEREAS, in response to the petition the Manager, Chair and Vice Chair <br /> discussed the topic with NCDOT at its regular quarterly meeting; and Planning <br /> staff worked with the OUTBoard and a subcommittee to develop <br /> recommendations; and <br /> WHEREAS, the BOCC received the OUTBoard's Bicycle and Pedestrian Safety <br /> Report, including recommendations, at its June 16, 2015 meeting; and <br /> WHEREAS, there exists a need to address bicycle safety in accordance with the <br /> recommendations of the OUTBoard's Bicycle and Pedestrian Safety Report; and <br /> WHEREAS, the creation of the Bicycle Safety Task Force and approval of the <br /> composition, charge and term to same is within the purview of the BOCC; and <br /> WHEREAS, it is the best interest of the citizens of Orange County to create a <br /> Bicycle Safety Task Force; <br /> NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of <br /> Commissioners, by approval of this resolution, does authorize the creation of a <br /> Bicycle Safety Task Force with member composition in accordance with the <br /> following guidelines: <br /> A. Size and Composition — <br /> 1. No larger than 18 people total <br /> 2. Stakeholders from each of the groups below be included in <br /> the membership, and a Board of County Commissioner <br /> liaison: <br /> a. Law enforcement agencies (Sheriff's Department, <br /> Highway Patrol) <br /> b. School representatives <br /> c. Orange County Visitor's Bureau <br /> d. NCDOT staff <br /> e. County and regional planning staff <br />
