1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 2, 2017 <br /> Action Agenda <br /> Item No. 6-d <br /> SUBJECT: Award of Design-Build Agreement — Sportsplex Field House Project <br /> DEPARTMENT: County Attorney, Asset <br /> Management Services, <br /> Department of Environment, <br /> Agriculture, Parks & <br /> Recreation <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Agreement John Roberts, (919) 245-2318 <br /> 2) Site Illustrative Jeff Thompson, (919) 245-2658 <br /> David Stancil, (919) 245-2522 <br /> PURPOSE: To consider: <br /> 1) awarding a Design-Build Agreement to TA Loving Company of Goldsboro, NC for the <br /> Sportsplex Field House project with a Guaranteed Maximum Price ("GMP") not-to-exceed <br /> $3,714,000 to include this project within the spring 2017 project financing offering <br /> scheduled to close in June 2017; <br /> 2) approving and authorizing the Chair to execute the necessary paperwork upon review of <br /> the County Attorney; and <br /> 3) authorizing the County Manager to execute any amendments to the GMP up to the <br /> project budget. <br /> BACKGROUND: In 2013 the Board authorized the purchase of 2.88 acres of property <br /> adjacent to the Orange County Sportsplex to construct a proposed field house complex and <br /> related site parking to support its growth in the areas of turf field, sport court, and indoor fitness <br /> activities. These areas of space need are also to support growth in afterschool, preschool and <br /> camp programming. <br /> The Board appropriated funds for the construction and operation of this project within its <br /> FY2015-20 Capital Investment Plan (CIP). The Board also authorized the Sportsplex <br /> mezzanine project, appropriated in FY2014-19 CIP, to be combined within the field house for <br /> efficiencies in operation and cost. <br /> On September 15, 2015 the Board approved a set of criteria supporting the Design-Build <br /> method of capital project delivery (authorized by the North Carolina General Assembly in 2013), <br /> as well as its application with the Sportsplex Field House project. <br />
