2 <br /> FINANCIAL IMPACT: This $175,000 award represents additional rehabilitation funds available <br /> in the community for the repair of substandard housing. The $40,000 matching funds have <br /> already been authorized by the Board in the FY 2016-17 budget. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> For residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> The creation and preservation of affordable housing options helps to meet a basic need and <br /> advances economic self-sufficiency. <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> Affordable housing options allow individuals to reduce risks associated with being unhoused. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> (INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential or economic <br /> status. <br /> RECOMMENDATION(S): The Manager recommends that the Board <br /> 1. Approve the Essential Single-Family Rehabilitation Loan Pool (ESFRLP17) Funding and <br /> Written Agreement for Sub-recipients and authorize the County Manager to sign the <br /> agreement and any renewals of the Agreement; and <br /> 2. Adopt the Assistance Policy, Procurement Policy and Disbursement Policy for the 2017 <br /> Essential Single-Family Rehabilitation Loan Pool (ESFRLP17) Program funded by the <br /> North Carolina Housing Finance Agency and authorize the Chair to sign the Assistance <br /> Policy. <br />
