SHSC Master Plan Summary Sheet <br />PURPOSE: To consider approval of a conceptual master plan for the Southern Human <br />Services Center (SHSC) property. <br />BACKGROUND: The SHSC property contains 33..24 acres and was purchased by Orange <br />County in 1992. In July 1994, the Town of Chapel Hill approved a Special Use permit (SUP) for <br />the 34,500 square foot SHSC and associated parking and landscaping plus the Women's' <br />Center on the northwest portion of the property. In 2005, the SUP was modified to include the <br />25,000 square foot Southern Orange Senior Center plus parking and landscaping nn the <br />northeast earner of the property adjacent to Homestead Road. <br />In 2004 discussions leading to selection of the Senior Center site, the BOCG considered "Map <br />#1, Southern Human Services Campus Master Plan" included as Attachment 1a. This map <br />identified two potential development areas (sites 1 and 2) in the southwest corner of the <br />property; a potential building site northeast of the existing SHSC building (site 3); and the area <br />ultimately chosen for the Senior Center (site 4) in the extreme northeast corner of the property. <br />To aid in evaluation of site potential, ERCD prepared "Pros and Gons of Potential Building Sites" <br />(Attachments 3a and 3b).. <br />Further review of the site by a Space Needs Work Group Subcommittee in 2006 lists the <br />following ideas depicted on Attachment 4: <br />• Sites 1 and 2 to be considered a nature preserve as noted by ERCD in 2004; <br />• Site 3 suitable far future development; <br />• Site 4 scheduled for the Senior Center (under construction); <br />• Site 5 for future expansion of the existing SHSC building; <br />• Site 6 to the south of the existing SHSC building suitable for future development; and <br />
