OUTBoard Comments on the <br /> Comprehensive Transportation Plan <br /> PURPOSE: To receive and review the Orange Unified Transportation Board (OUTBoard) <br /> comments on the Comprehensive Transportation Plan (CTP) document and the associated draft <br /> bicycle, pedestrian, transit, and highway maps for the Durham Chapel Hill Carrboro Metropolitan <br /> Planning Organization (DCHC MPO), provide any additional comments, and consider <br /> endorsement. <br /> BACKGROUND: The Orange County Board of County Commissioners received a report on the <br /> CTP at the February 7, 2017 meeting. This report provided detail about the purpose of the CTP, <br /> its relationship to other transportation plans, and the products of the CTP. <br /> CTP Definition <br /> The CTP is a document prepared at the Metropolitan Planning Organization (MPO) level and <br /> identifies roadway, transit, bicycle, and pedestrian infrastructure improvements for future <br /> implementation. The North Carolina Department of Transportation (NCDOT) requires MPOs to <br /> produce a CTP; these plans are often the product of a joint planning effort between MPO <br /> planning staff, NCDOT Transportation Planning Branch staff, and local planners. The CTP is, <br /> by definition, not fiscally constrained and is the longest range transportation plan. <br /> Key Projects <br /> The NCDOT Transportation Planning Branch, in coordination with the DCHC MPO, prepared <br /> two summary documents indicating key projects in the DCHC MPO area. The first (Attachment <br /> 1) provides information on the key projects around Hillsborough and in northern Orange County, <br /> while the second (Attachment 2) provides information on the key projects in and around Chapel <br /> Hill, Carrboro, southern Orange County, and northern Chatham County.
